The HCBS Commission is established within the Office of the Governor of American Samoa pursuant to Executive Order No. 009-25 (December 4, 2025). This website is supported by the federal Money Follows the Person demonstration grant awarded to American Samoa Community College – Pacific Center for Human Security by the Centers for Medicare & Medicaid Services (CMS). Grant CFDA # 1LICMS331881-01-00. Content does not constitute Medicaid policy. The Medicaid State Agency retains sole authority over all State Plan Amendment decisions.
