The Commission's first two years are built around a set of deliverables that, taken together, lay the foundation for sustainable HCBS in American Samoa. This is where we post our planning documents and track their progress
Current Priorities

90-Day Priorities — The early actions the Commission must complete to organize itself and begin substantive work

Olmstead Plan Draft — the Territory's plan for ensuring people with disabilities and older adults can live, work, and receive services in the most integrated settings appropriate to their needs

Medicaid State Plan Amendment (SPA) Recommendations — recommendations to the Medicaid State Agency on how to build HCBS into the State Plan

HCBS Policy Development — quality standards, provider qualifications, person-centered planning, and service coordination

Data and Health Policy Draft — standards and agreements that govern how agencies share data about HCBS recipients

Implementation Timeline — the schedule that ties these deliverables together
Per the Executive Order, the Commission submitted an initial report including a draft Olmstead Plan within six months of its establishment, and provides quarterly progress reports to the Governor thereafter.
Data & Quality
Building a high‑quality HCBS system depends on clearly understanding what is working and what is not. The Commission is establishing quality goals, progress indicators, and, over time, a public dashboard to show how HCBS is performing in American Samoa, including whether people transitioning out of institutional care are successfully remaining in the community:

Whether HCBS recipients have timely access to the services in their care plans

Whether family caregivers receive the training, respite, and compensation they need

Whether home modifications and durable medical equipment reach the people who need them

Whether the workforce of certified caregivers is growing

Whether grievances are resolved within published timeframes
